It has 2 chemical sunscreens, Homosalate and Butyl Methoxydibenzoylmethane.

It is VERY common to include chemical sunscreens in non-sunscreen products.
Why did you say this product has sunscreen when there isn’t an SPF?

Yes, the amount of caffeine in a topical product is much lower than beverages, and you’re still allowed 1 coffee daily, which has about 32 mg of caffeine. It’s absorbed much more readily through ingestion than topically.
